Moroccan Parliament Approves Creation of “Maroc 2030 Foundation” to Oversee International Football Competitions

On Friday, the Committee on Education, Culture, and Communication in Morocco’s House of Representatives unanimously adopted Bill No. 35.25, establishing the Maroc 2030 Foundation, in the presence of Fouzi Lekjaa, the Minister Delegate for the Budget.

With legal personality and financial autonomy, the new foundation becomes the strategic body tasked with preparing and organizing international football tournaments awarded to the Kingdom, particularly in the lead-up to the FIFA World Cup 2030, co-hosted by Morocco, Spain, and Portugal.

A Strategic Mission for Morocco’s Global Image

Under the adopted law, the Maroc 2030 Foundation will operate in coordination with relevant ministries and institutions, and will be responsible for monitoring the implementation of Morocco’s international commitments, particularly those involving FIFA and CAF. It will also provide methodical support to local authorities involved in the organization of events.

This new institutional framework aims to centralize operational governance for football events, while promoting Morocco’s cultural, logistical, and economic strengths.

 Broad Parliamentary Support for a Long-Term Vision

Parliamentarians from all political groups welcomed the initiative as forward-thinking and structurally important. They emphasized that the foundation reflects a culture of national foresight, built on a collective, ambitious, and coordinated methodology.

Several lawmakers highlighted the positive ripple effects of Morocco’s historic performance at the 2022 FIFA World Cup in Qatar, arguing that the benefits—particularly in tourism, national branding, and the economy—are still being felt today.

They also underscored the country’s growing influence in women’s football, suggesting Morocco is now well positioned to play a leadership role across the African continent.

Sport as a Catalyst for National Transformation

Responding to MPs’ comments, Fouzi Lekjaa affirmed that Moroccan sports are undergoing a fundamental transformation, moving beyond recreational activity toward a strategic pillar of national development.

The minister stressed that the 2030 World Cup should not be viewed as an end in itself, but as a catalyst for large-scale structural projects—including the expansion of the high-speed rail network, the construction and renovation of FIFA-compliant stadiums, airport modernization, and broader regional planning initiatives.

“This global event is a unifying opportunity, a generator of jobs, and a driver of national mobilization around a shared ambition,” he stated.
